However, so far, there is still a big gap between China’s electricity market construction and the original design concept. The planned market blueprint and expected results have not yet been truly demonstrated and embodied. Many reforms and market construction are still in stagnation and summary stage. .

Ten years of reform and development of the electricity market can be summarized in three aspects: First, the establishment of a power regulatory system; Second, the market reforms to promote the optimal allocation of power resources and stable supply of electricity; Third, the large-scale direct purchase pilot break The power grid is exclusively selling power, and the user’s option is to be liberalized.

However, there are still many problems in the reform of the electricity market in the past ten years: The power reform system is not smooth, the functions are unclear, the market lacks overall planning, the functions of the departments are overlapping, the coordination is poor, and the determination and cooperation to advance the reform are lacking. The current power market construction lacks a unified plan, and the power management departments include the National Development and Reform Commission, the China Electricity Regulatory Commission, and the State-owned Assets Supervision and Administration Commission. It is difficult for the departments to coordinate with each other. The reforms have entered deep-water areas, and the adjustment of the interests of the departments and the interests of the enterprises has affected the reform attitude of all parties, and the reforms have affected the process. The lag in electricity price reform has seriously affected the process of electricity market reform.

In the current period when the power system reform and marketization construction have entered, the reform is no longer a technical problem, but an institutional mechanism and determination decision. Market reform needs top-level design and promotion, and it requires more cooperation between departments. The overall construction of the power market must be balanced and unified, and planning must be conducted in a coordinated and coordinated manner. The reform of electricity prices is the core and the booster. We must break the ice and rationalize the mechanism for electricity price formation. Firmly and in line with the direction of market-oriented reforms, we must actively promote the pilot reform of large-scale direct purchases of electricity, establish and improve the power management system, electricity pricing mechanism, and laws and regulations. Under the government’s macro regulation and effective supervision, we must actively cultivate market players and standardize The order of market transactions will give greater play to the fundamental role of market allocation of resources and promote the sustainable development of the power industry.
